Form of Government

Kansas law authorizes three basic forms of City Government.  The City of Wellington operates under the Mayor-Council-Manager form of government.  In this form of government, the City Manager administers the affairs of the City, under the direction of the Mayor and Council, who then set policy for the City.

Currently the Governing Body consists of the Mayor and eight Council Members.  The City of Wellington is divided into four wards.  Charter Ordinance No. 25, effective September 23, 2010, makes several changes relating to the Governing Body.  The Charter Ordinance accomplishes the following:

    • Changes four (4) Wards of two (2) Precincts each to three (3) equal size Districts beginning 2013
    • Eliminates Primary Elections after 2012
    • Eliminates General Elections in even-numbered years
    • Creates four-year terms
    • Sets term limits of two (2) consecutive terms beginning in 2012 as either Mayor or Council member Reduces total Council from nine (9) to seven (7) beginning April 2013
      Below is the timeline for implementation of Charter Ordinance No. 25:
      April 2011 – Mayor changed to four-year term
      Mayor elected At-Large for four-year term
      Four (4) City Council elected by current Ward/Precinct system for two-year terms
      April 2012
      Four (4) City Council elected by current Ward/Precinct system for one-year terms
      April 2013  - District system implemented and Council reduced to Six (6) members
      Six (6) City Council elected, two (2) each from the three (3) Districts
      Top vote getters from each District elected for four-year terms
      Second vote getters from each District elected for two-year terms
      April 2015 – Correct election cycle begins for all offices for four-year terms
      Mayor elected At-Large for four-year term
      Three (3) City Council elected, one (1) from each District for four-year terms
        • Council Filing Information

          • The filing deadline is noon of the Tuesday preceding 10 weeks the 1st Tuesday in April

          • A candidate may file by fee or by petition.  The filing fee is $10.00.  Filing by petition requires signatures of 50 qualified electors of the council district or signatures of a number of such qualified electors of the district equal to not less than 1% of the ballots cast in the district at the last general city election, whichever is less.  The fee or petition must be filed with the City Clerk along with the required forms.

          • Forms required, whether filing by fee or petition, include a Candidate’s Declaration of Intention and a Statement of Substantial Interest for Local Office.  A Local Office Affidavit of Exemption form may be used if the candidate expects to receive and spend less than $500 in the Primary and receive and spend less than $500 in the General.
